San Ramon is largely a product of the 1980s through the 2000s — planned communities laid out along the valley, with Dougherty Valley on the eastern side representing the newest and largest wave. There is older housing in the original San Ramon Village area, but the bulk of the city is comparatively recent.
That means remodeling here is about modernization rather than repair. Framing is sound, systems are adequate, and insulation exists. What dates these homes is layout and finish — formal dining rooms that go unused, builder-grade kitchens, bathrooms that are functional but obviously of their decade.
The other constant is summer heat. San Ramon sits inland and gets hot, and homes from the 1980s in particular have envelope performance that falls well short of what current standards would require.
San Ramon handles building permits through its Building Division, with an online permit centre and inspection appointment scheduling. Much of the city is in planned communities, so association rules frequently run alongside the city process.

A 1985 San Ramon home has some insulation, but not by current standards, and its glazing was adequate for the era rather than for August. In an inland valley that adds up to a house that is uncomfortable for months and expensive to cool.
Envelope work is the highest-value comfort spending available here. Insulation top-ups, better glazing especially on west elevations, attic ventilation, radiant barriers, and shading do more for how the house lives than a finish-level project of the same cost.
Cooling should be specified after that work rather than before, so the system is sized to the improved house instead of the original one.
San Ramon lots vary widely. The older neighborhoods and some of the 1980s tracts have generous rear yards that take a detached ADU comfortably. Dougherty Valley and the newest developments are often much tighter, with large houses on lots sized to match them closely.
State law limits how far local rules and associations can restrict an ADU, which matters most on the tighter parcels. We measure and read the CC&Rs before recommending detached versus attached, because on these lots the math and the association rules decide it together.
