Palo Alto's housing splits into two worlds that need completely different approaches. There are the older neighborhoods — Professorville, Old Palo Alto, Crescent Park — with Craftsman, Colonial Revival, and Spanish homes from the early 1900s, some in historic districts. And there are the mid-century tracts, including some of the most significant concentrations of Eichler homes anywhere.
A period home in Old Palo Alto is a preservation-minded remodel: matching original detail, working around plaster and old framing, and often navigating historic review. An Eichler is close to the opposite problem — a mid-century post-and-beam house with radiant slab heat, floor-to-ceiling glass, and exposed structure that punishes any change that ignores the original logic.
What both share is a city that pays close attention to residential design, and neighborhoods where what you build is genuinely a neighborhood conversation.
Palo Alto reviews residential work carefully, and plan review runs roughly 15 to 45 days depending on the project. The bigger question in Palo Alto is usually not how long review takes — it is whether your parcel sits in a single-story overlay district, because that decides whether a second story is possible at all.
Palo Alto pioneered single-story overlay zoning, and a number of Eichler subdivisions have adopted it. In an overlay district, new two-story homes are not permitted regardless of how well designed the addition is. That is a zoning answer, not a design one, and it is the first thing to check.

It came out of Eichler neighborhoods where residents wanted to preserve the low, horizontal character of the tracts, and a number of Eichler subdivisions have since adopted it — Los Arboles and Greer Park North among the earliest, with Greenmeadow and Green Gables also restricted to single-story construction.
The practical meaning is simple and absolute: in an overlay district, adding a second story is not a design challenge to solve. It is not permitted. No amount of good architecture changes that.
This is the first thing we check on any Palo Alto project that involves adding space, because the answer redirects the entire design. Where up is not available, the options become building out within setbacks, reworking the existing footprint, or adding a detached ADU.

Eichlers are wonderful houses with a very specific set of problems, and a contractor who has not worked on them tends to find out the expensive way. The heating is radiant tubing cast into the slab, and original systems have often failed or been abandoned — replacing them means either a slab-level repair or a rethink of the whole heating approach.
The flat or low-slope roofs need proper materials and detailing. The single-pane floor-to-ceiling glass that makes these houses beautiful is also why they are cold, and replacements have to satisfy Title 24 without ruining the sightlines. The post-and-beam structure means many walls are not load-bearing, which is liberating, but the ones that are matter enormously.
Palo Alto has adopted design guidelines for its Eichler neighborhoods, which are worth reading before you design. Working with the original architecture generally produces both a better house and a smoother review.
