San Carlos runs from the flats near El Camino Real up into steep western hills, and that gradient defines building here. The flat neighborhoods have post-war homes on regular lots. The hillside neighborhoods — Devonshire Canyon, Beverly Terrace, White Oaks as it climbs — have homes on genuinely steep parcels with views to match.
The housing is mostly 1940s through 1960s, with newer construction filling in on the hillsides. Sound framing, dated layouts, and the usual post-war omissions of insulation and electrical capacity.
What distinguishes a San Carlos project from an otherwise identical one in a flat city is almost always the site rather than the house.
San Carlos runs a Customer Self-Service portal where you create a profile, submit applications directly, and receive approved permits electronically. It is one of the more streamlined small-city systems on the Peninsula.
San Carlos climbs steeply from the El Camino corridor into the western hills. Where your house sits on that slope affects foundation work, drainage, and site access more than anything in the permit process does.

Slope adds cost in ways that are easy to underestimate until you see them on a bid. Foundations step down the hill and use considerably more concrete and steel than a flat pad. Drainage has to be engineered rather than assumed, because water moving through a hillside is what undermines foundations. Retaining walls may be required. And material handling on a steep site takes real labor — nothing gets delivered to the door.
None of that is padding, and none of it is a reason to avoid a hillside house. It is a reason to price the site work as its own line so you can see what is house and what is hill.
On a hillside lot, the space is often already there. Many San Carlos homes have undeveloped area beneath them — a downhill basement or tuck-under space that was never finished. Converting it is usually the least expensive square footage available, because the roof and much of the structure exist already.
The gating questions are ceiling height under current code and egress. After that it is moisture control against the hillside, insulation, and independent utilities if it is becoming an ADU. Where the height works, this is one of the better-value projects on the Peninsula.
