The Castro and Upper Market hold some of San Francisco's best Victorian and Edwardian stock, much of it built between the 1890s and 1910s as the city expanded west from Eureka Valley. A large share of it is flats — two or three units stacked in a single building — rather than single-family homes.
The terrain is the other defining feature. Streets climb hard toward Corona Heights and Twin Peaks, and houses sit well above or below the pavement, often reached by long flights of steps. That shapes both the buildings and the cost of working on them.
The buildings themselves are handsome and well detailed, and the neighbourhood cares about them. Original facades, bay windows, and millwork carry real value here.
A Castro building typically combines three things that each need engineering attention: living space over a garage opening cut into a slope, a hundred-year-old foundation, and interior walls carrying load down through several floors.
Opening up these plans is very achievable and it is what most owners want — but it needs an engineer rather than a header and optimism, and on a sloping site the load path down to the foundation matters as much as the beam itself.
Where the building holds multiple units, San Francisco's mandatory soft-story retrofit programme may apply, which turns a discretionary upgrade into a requirement.
Access here is a genuine cost line. Steep narrow streets, scarce parking, no side yards, and long entry stairs mean material gets carried rather than delivered, and a crew that cannot park near the work is a slower crew.
Density is the other factor. Neighbours are close on both sides and often above and below, so noise, hours, and shared walls need managing deliberately rather than as an afterthought.
Parts of the neighbourhood carry historic and cultural district designations that affect exterior work. Permits themselves run through San Francisco's citywide Department of Building Inspection — the Castro has no building department of its own.
