Foster City is one of the few places on the Peninsula that was designed rather than accumulated. Development began in the 1960s on engineered fill along the bay, laid out around a lagoon system with a levee protecting the whole city. Almost the entire housing stock dates from that period onward.
For remodeling, that produces an unusual consistency. Homes here are generally 1960s through 1990s, on planned streets, with layouts that follow a limited number of patterns. There is very little of the century-old systems work that dominates projects in Oakland or San Mateo's older neighborhoods.
What Foster City homes want instead is modernization — opening dated floor plans, updating kitchens and bathrooms that are now thirty to fifty years old, and improving windows and insulation, especially on lagoon-facing elevations.
Foster City has an over-the-counter path for qualifying work and an online permit center for everything else. For a homeowner the useful first question is whether your scope qualifies for the counter — it can save a week on a project that was never going to need plan check.
Foster City is unusual in that the whole city is engineered. It was built on fill starting in the 1960s, behind a levee system, and that history is relevant to anything that touches the ground.

The ground under Foster City is engineered fill placed on former bay margin. That is not a defect — it was designed and built to carry the city — but it is a real consideration for anything that adds a new foundation.
For interior remodeling it makes no difference at all. For an addition or a detached ADU, soil conditions affect what the foundation needs to be, and it is worth asking that question at the start rather than during plan check. The cost of asking early is small; the cost of finding out late is weeks.
Lagoon-side homes have the additional consideration of a waterfront exposure — moisture, wind, and in some cases dock or bulkhead structures that need their own attention.
Foster City was built on engineered fill. Interior remodeling is unaffected, but any project adding a new foundation — an addition or detached ADU — deserves a soils question before design, not during plan check.
The recurring work here follows directly from the era. Kitchens and bathrooms from the 1970s and 80s that have never been touched. Floor plans that separate the kitchen from the living space. Original windows that are now well past their useful life, which matters more on a waterfront elevation than inland.
