Oakland's housing stock is older than almost anywhere else in the Bay Area, and that changes how a remodel goes. Large stretches of the flats went up between 1900 and 1930 — Craftsman bungalows, Victorians in West Oakland, and 1920s Mediterranean and Tudor homes around Grand Lake and Crocker Highlands. The hills came later, with mid-century homes on steep lots in Montclair and Oakmore.
That age is the appeal and the complication. Original detail — built-in cabinetry, coved plaster, clear-grain fir trim, leaded glass — is worth protecting, and it is expensive to reproduce once it is gone. Underneath it you often find knob-and-tube wiring, galvanized supply lines, unreinforced brick foundations, and framing that was never designed for the loads a modern open plan puts on it.
We plan Oakland projects around what we expect to find behind the walls rather than pretending it will not be there. On a house from the 1920s, some combination of wiring, plumbing, and foundation work is not a surprise — it is the baseline.
Oakland runs most residential work through the Bureau of Building. Simple repairs can often be pulled without plan check at all, while anything structural goes into a queue that runs weeks rather than days. Knowing which side of that line your project falls on is the single biggest scheduling factor.

Two foundation situations come up constantly in Oakland. The first is the pre-1940s house on a shallow unreinforced concrete or brick perimeter, where opening a wall means adding real footings. The second is the hillside home over a garage or open parking — a soft story, where the ground floor has far less lateral strength than the floors above it.
Neither is a reason to walk away from a house. Both are much cheaper to address while walls are already open for a remodel than as a standalone project later. If you are already gutting a kitchen on the main floor, that is the moment to look at what is holding it up.
Seismic retrofit work is far less disruptive when it is bundled into a remodel you were already doing. The walls are open, the crew is on site, and you are not paying twice to get access to the same framing.
Oakland has a lot of deep lots with detached garages at the back, which is close to an ideal ADU situation. A garage conversion is usually the least expensive path because the slab and shell already exist. A new detached ADU costs more but lets you control ceiling height, insulation, and layout from scratch.
The practical constraints are usually access and utilities rather than zoning. Getting materials to a back yard on a narrow lot, and running a new sewer lateral and electrical service the length of the property, are what drive the cost difference between two otherwise similar projects.
State ADU law now requires ministerial review — no public hearing, no discretionary approval — as long as the design meets objective standards. That has made timelines far more predictable than they were a few years ago.
