El Cerrito filled in mostly during the 1940s and 1950s, and the city's geography defines the housing. The flats near San Pablo Avenue have compact single-story homes on regular lots. As you climb toward Arlington and the ridge, the lots get steeper, the homes get larger, and the views start to matter.
That split runs through everything. A kitchen remodel in the flats is a straightforward project on a conventional foundation. The same kitchen in the hills may sit above a downhill garage on a stepped foundation, which changes what opening a wall requires.
El Cerrito's post-war homes generally have good bones and dated systems — the familiar combination of a closed-off kitchen, one or two bathrooms, original windows, and little insulation.
El Cerrito is a small city with a permit counter you can actually get to. Counter services run several days a week, with appointments available — which for a homeowner means you can often get a real answer about your project before you have spent money on drawings.
El Cerrito climbs from the flats up into the hills, and hillside parcels bring their own review considerations — grading, drainage, and slope stability. Where your lot sits on that hill is a bigger scheduling factor than the size of the project.

Building on a slope costs more than building on flat ground, and it is worth understanding why before you compare bids. Material has to be carried rather than delivered to the door. Foundations step down the hill and need more concrete and more engineering. Drainage has to be managed deliberately, because water moving through a hillside is what undermines foundations over time.
None of that makes hillside work a bad idea — the views and the lots are why people buy here. It just means a hillside addition and a flats addition of the same square footage are not the same project, and a bid that treats them identically is missing something.
El Cerrito's hillside homes often have unfinished space beneath them — a downhill basement or tuck-under area that was never developed. Converting that space is frequently the least expensive way to add a unit, because the roof and much of the structure already exist.
The work is in what makes it legal and comfortable: ceiling height, egress, moisture control against the hillside, insulation, and independent utilities. Where the space exists and the height works, it is one of the better-value ADU paths in the East Bay.
