Alamo is unincorporated Contra Costa County, so there is no City of Alamo building department. Permits, zoning, and inspections go through the county — a genuine difference from neighbouring Danville and Walnut Creek, and one that catches people out.
County zoning rules and design standards are the county's own. Estimating your project from a neighbour's experience in Danville is not reliable — the parcel a mile away may be under a different rulebook entirely.

The other defining factor is the sites themselves. Large parcels with mature oaks and long driveways mean site work is a bigger share of a project than in a compact suburban lot: longer utility runs, tree protection, staging and access, and drainage across more ground.
On the hillside parcels toward the western and eastern edges, add stepped foundations, deliberate drainage, and retaining work to that list.

Alamo is among the best places in the Bay Area for a detached ADU purely because of parcel size. A second unit here can sit well away from the main house with real privacy, its own outdoor space, and its own approach — the version that functions as a proper independent home.
The practical considerations are utilities and access rather than setbacks. Running sewer, water, and power a long distance across a large parcel is a real cost, and it is usually the difference between two otherwise similar projects.
