Richmond's housing stock tells the story of the city in three chapters, and a remodel here starts with knowing which one you are in. Point Richmond and the older core have Victorians, Queen Annes, and Craftsman homes from the 1890s through the 1920s. Then came the enormous WWII expansion, when the Kaiser shipyards drew tens of thousands of workers and housing went up at extraordinary speed. Finally the post-war and modern tracts — Marina Bay, Hilltop, and the newer developments.
Each era has its own remodel profile. The Victorians have beautiful detail and hundred-year-old systems. The wartime housing was built quickly to meet an emergency, often with light framing, minimal insulation, and finishes that were never meant to last eighty years. The newer construction is straightforward but sometimes bland enough that owners want to change it substantially.
We price these very differently, and the site visit is where that gets sorted out. A 1905 Point Richmond Victorian and a 1943 shipyard-era cottage look similar in square footage and are nothing alike to work on.
Richmond's Building Division takes applications electronically through the city's permit portal. Richmond has a wider range of housing ages than most Bay Area cities, and which era your house belongs to affects the permit path more than the city's queue does.
Point Richmond and the older neighborhoods have housing from the 1890s onward, while large parts of the city are WWII-era or post-war. Confirm what you actually have before assuming a timeline — the two are very different projects.

Housing built during the war years was, by design, temporary. Much of it has now been standing for over eighty years. The framing tends to be lighter than pre-war construction, insulation is often absent entirely, and original electrical and plumbing are well past their service life.
The good news is that these homes are usually simple in plan, which makes them cost-effective to open up and modernize. There is rarely intricate original detail to preserve, so a remodel can be genuinely transformative rather than a careful restoration.
Richmond has some of the most affordable lots in the Bay Area with real ADU potential, and lot sizes in the post-war neighborhoods are often generous enough for a detached unit. That combination makes the numbers work here more often than in higher-cost cities where land already carries a premium.
State law requires ministerial review of ADUs meeting objective standards, with a 60-day clock and no public hearing. The practical constraints are the same as anywhere: utility routing, setbacks, and site access for materials.
