These are planning ranges for typical 2026 projects, not quotes. Every project is priced after a site visit.
Construction and remodeling in Alameda County covers a wider span of building eras than anywhere else in the Bay Area. Oakland and Berkeley hold large numbers of Victorians, Craftsman bungalows and 1920s homes; Alameda has one of the best-preserved Victorian stocks in California; Fremont, Hayward, San Leandro, Newark and Union City are largely post-war; and Pleasanton, Dublin and Livermore run newer.
Age drives the work. Pre-1940 homes bring knob-and-tube wiring, galvanized supply lines, unreinforced foundations and, in the hills, drainage that was never designed for today's rainfall. Post-war homes bring uninsulated walls and undersized panels.
There is no single Alameda County building permit process. Oakland, Berkeley, Fremont and the other cities each run their own building department, and the unincorporated communities — Castro Valley, San Lorenzo, Ashland, Cherryland, Fairview and Sunol — permit through the County's Community Development Agency instead.
One county-specific item catches sellers rather than remodelers: across Alameda, Albany, Emeryville, Oakland and Piedmont, a Private Sewer Lateral compliance certificate is required at point of sale through the EBMUD regional program, and Berkeley runs its own. Escrow does not close without it, so it belongs on the calendar early.

In the older stock, the work that matters most is often invisible: foundation bolting and cripple wall bracing, rewiring, and replacing failing supply lines. In post-war homes it is opening the kitchen wall, which is structural, and adding a second bathroom.
The hills change the math. Grade means stepped foundations, more engineering and harder material access, and drainage has to be handled deliberately rather than hoped for.
Castro Valley, San Lorenzo, Ashland, Cherryland, Fairview, Castlewood, Happy Valley and Sunol are not inside any city. Those properties permit through the Alameda County Community Development Agency, which applies the County's own zoning and ADU ordinance rather than a city's.
The County updated that ADU ordinance in September 2024 to line up with current state law. Two details are worth knowing: ADUs are allowed in all residential zoning districts, and there is no minimum lot size for building one in the unincorporated county. The County also runs an ADU resource centre and a technical assistance program for homeowners going through the process.
Unpermitted back units and converted garages are common across the county's older neighborhoods. Since January 2025, California's AB 2533 has provided an amnesty path for ADUs and junior ADUs built without permits before January 1, 2020.
A local agency cannot deny that permit purely because the unit fails current building code, unless the issue is a real health or safety hazard, and no impact fees or utility connection charges apply unless upgrades are needed for safety. State law sets the floor in every city: ministerial review within 60 days for designs meeting objective standards, and no owner-occupancy requirement since 2024. Flatland lots in Fremont, Hayward, San Leandro and Union City are generally regular and often deep enough for a compact detached unit.
In Oakland, Berkeley and Alameda, lots are frequently narrower and older structures sit closer to the lines, so garage conversions and attached units often work better than detached construction. On hillside parcels, the slope usually decides the budget.
