Redwood City covers more ground and more eras than most Peninsula cities. The older neighborhoods near downtown have homes going back to the early 1900s. Woodland Park, Friendly Acres, and the central tracts are post-war. Emerald Hills and Farm Hill climb into the western hills. And Redwood Shores, on the bay side, is entirely different — built on engineered fill from the 1960s onward.
That spread means the same square footage can be a very different project depending on the address. A 1915 house downtown has century-old systems. A 1955 tract home has sound framing and a dated plan. A Redwood Shores home from 1985 usually needs finishes rather than systems, but sits on ground with its own engineering history.

Redwood City runs permits through an online eTRAKiT portal, with in-person counter hours Monday through Thursday. For anything that adds significant square footage, the city's rules on home size relative to lot size matter as much as the building code does.
Redwood City adopted guidelines aimed at oversized homes — projects that fill a lot far beyond neighborhood scale. If your plan pushes toward the upper end of what the parcel allows, expect that to be part of the review conversation.

Redwood City runs from bay fill to hillside within a few miles, and the two ends of that range need opposite things from a builder.
In Emerald Hills and Farm Hill, slope drives cost — stepped foundations, drainage that has to be managed deliberately, retaining work, and site access that takes real labor. In Redwood Shores and the bayside areas, the ground is engineered fill, and anything involving a new foundation deserves a soils question early rather than late.
Neither is a problem so much as a thing to price honestly. A bid that treats a hillside addition and a bayside addition identically has not looked at the site.
Redwood City has taken a position on homes that overwhelm their lots, and the practical effect is that the ceiling on an addition is often set by floor area relative to lot size rather than by setbacks alone.
For most homeowners that is not a constraint at all — it bites on projects trying to maximize a parcel. Where it does apply, an ADU is frequently the better answer, since state law limits how far local rules can restrict a second unit, and a detached unit reads very differently from a house that fills its lot.
