Daly City's defining housing is the Westlake district, built by Henry Doelger from the late 1940s onward — row after row of compact homes on a hillside grid, produced at extraordinary speed for a growing post-war population. They are among the most recognizable houses in California, and there are a great many of them.
The typical Doelger-era home is compact, often stepped up from a garage at street level, with two or three bedrooms, one or two bathrooms, and a kitchen closed off from the living space. Original construction was efficient, which is a polite way of saying insulation, electrical capacity, and window quality were minimal.
Outside Westlake, Daly City has original older neighborhoods near the northern end, Serramonte and the later tracts to the south, and hillside development with genuine views.
Daly City handles residential permits through its Building Division, with an online permit portal and downloadable applications. For most remodels here the schedule is set by drawings and engineering rather than by a long queue.
Much of Daly City's housing was built as large tracts of near-identical homes. That consistency helps — it means the permit path and the construction details are well understood for a given tract, and estimates get tighter as a result.

These are small houses, and the projects that pay off here are the ones that make the existing space work harder rather than adding a lot of it.
Opening the kitchen to the living area is the single most transformative change, and in these homes that wall is frequently load-bearing — so it is structural work with a beam and proper posts, not a demolition job. Many of these houses also have garage-level or lower-floor space that can be developed into real living area, which is usually the cheapest square footage available.
Wind and fog exposure are real in Daly City, so windows, weatherproofing, and insulation deliver more comfort improvement here than they would in a sheltered inland town.
Daly City lots are compact and the tracts are densely laid out, so large detached ADUs are the exception rather than the rule. The realistic paths are converting garage or lower-level space, or a compact detached unit where the rear yard genuinely has the room.
State law limits how far local setback and lot coverage rules can restrict an ADU, which on a small lot is frequently what makes the project possible at all. We measure before recommending an approach, because on these parcels the math decides it.
