Most people asking about a garage conversion have not decided how far they want to go — and the four options are very different projects. Here they are, cheapest to most involved.
The smallest move, and for a lot of garages it is the only one worth making. A coating turns a stained, dusty slab into something you can sweep and wipe.
The visible choice is not epoxy versus polyaspartic — finished, they look the same. It is solid colour versus flake: chips broadcast into the wet coating and sealed over. Flake hides dust, tyre marks and small imperfections, which is why most garages end up with it.
Whichever you pick, the prep is the job. Coatings fail because of moisture in the slab and inadequate grinding, not because of the product. Tape a square of plastic to the floor overnight: if there is condensation under it in the morning, the slab is pushing moisture and needs a barrier first. Skipping that is why so many DIY epoxy floors bubble within a year.
Insulation, drywall, a finished ceiling, better lighting and a few outlets. It stays a garage — you still park in it or use it as a shop or gym — but it stops feeling like a shed.
This is the best value on the list for most people, and it is often the step that makes the space genuinely usable.
Two things to get right. Any new electrical needs a permit, even though the rest of the work is cosmetic. And the wall and ceiling between the garage and the house is a fire separation — it takes specific fire-rated drywall, not the standard sheets. Getting that wrong is both a code problem and a real safety one.
A bonus room, office, gym or playroom. No kitchen, so it is not an ADU — but it is habitable space, and that changes what the code asks for.
Done with permits, this is a change of occupancy and the square footage becomes part of your house on the record. That last part matters more than people expect — see below.
Add a kitchen, a bathroom and a separate entrance and it becomes an accessory dwelling unit. It is the most expensive option and the only one that produces rent.

Options 1 and 2 are mostly cosmetic. Options 3 and 4 change what the space legally is, and that is where people get into trouble by trying to save a few thousand dollars.

Answer one question: what do you want the space to do?
The mistake worth avoiding is starting at option 2 and drifting toward option 4 one decision at a time. The permitting, insulation and egress work is far cheaper designed in from the start than retrofitted after the drywall is up.
It depends how far you go. Coating the floor does not need one. Insulating and drywalling while it stays a garage is mostly cosmetic, though any new electrical does need a permit. Converting it to habitable space — a room or an ADU — is a change of occupancy and always requires permits, inspections and compliance with ceiling height, insulation and egress rules.
Several things, none good. Appraisers do not count unpermitted square footage, so it adds nothing to your home's value. Insurers can deny a claim arising from work that was never inspected. Lenders may balk at a known code violation, and homes with them commonly sell for noticeably less. A city can also issue a notice of violation with daily fines and require the garage be restored. The upside is that California's streamlined ADU rules have made legalizing an existing conversion much more achievable than it once was.
No. California law no longer requires replacement parking when you convert a garage into an ADU. That used to be the single biggest obstacle — you removed two parking spaces and had to rebuild them somewhere on the lot. Removing it is a large part of why garage conversions became the most common route to a legal ADU.
At least seven feet of finished height for habitable space, and some jurisdictions ask for more. This is the requirement that stops projects before anything else, because once you add insulation, framing and finished ceiling material you lose several inches from what is there now. Measure before you plan anything else — a garage that is tight on height changes the whole approach.
Polyaspartic, if the budget allows. It costs a few dollars more per square foot but resists UV rather than yellowing, holds up better under hot tires, cures fast enough to walk on in about half a day, and can last two to three times as long as epoxy. Epoxy is the cheaper choice and typically gives you three to seven years before it needs recoating. With either, the concrete prep matters more than the product.
Almost always moisture or inadequate prep, not the coating itself. A slab on grade pushes moisture upward, and a coating that traps it will bubble and delaminate. Test before you coat: tape a square of plastic sheet to the floor overnight and check for condensation underneath in the morning. If it is there, the slab needs a moisture barrier first. The other common cause is skipping proper grinding, which leaves the coating nothing to bond to.
If it is permitted, yes — the square footage joins the official record and an appraiser can count it. If it is not permitted, it adds nothing on paper no matter how well it is built, and can actively reduce what the house sells for. Whether losing the garage is worth it depends on your street; in neighborhoods where off-street parking is scarce, that trade is worth thinking about carefully.
Usually, yes. The slab, walls and roof already exist, so you are not paying for a new structure or a new foundation. What you are paying for is everything that makes it habitable: insulation to Title 24, a kitchen and bathroom with the plumbing to serve them, electrical, egress, and often work to the slab and foundation. It is the cheapest path, not a cheap project.
