The Excelsior holds one of the largest concentrations of detached single-family housing in San Francisco, and for a remodeler that changes everything. These are houses with driveways, garages, side setbacks and real back yards — not flats stacked in a shared building with a party wall on each side.
Most of it went up between the 1920s and the 1940s: modest stucco and wood-frame homes, two bedrooms and one bath as originally built, on a grid of streets named after countries and cities — Naples, Athens, Madrid, Vienna, Persia, Brazil, France.
The result is a neighbourhood where the projects are the familiar ones — open the kitchen, add a second bathroom, develop the ground floor — and where they are considerably easier and cheaper to build than the same scope in the dense northern districts.
Access is the quiet cost driver on every San Francisco project, and the Excelsior is where it stops being a problem. Material gets delivered to a driveway rather than carried up a flight of steps from a street with no parking. A crew can stage on site. A skip can sit where it is needed.
That is not a small thing. On a hillside project in Bernal or Russian Hill, material handling is a genuine line in the budget. Here it largely disappears, which is why an identical scope of work prices differently on this side of the city.
The lots help too — many are deep enough for a rear addition or a detached ADU without the measuring exercise that a Noe Valley or Castro lot demands.
Between the lot depths, the driveway access and the detached houses, the Excelsior is among the most practical places in San Francisco to build an ADU. A detached rear unit here can be a genuine second home with its own approach and outdoor space, rather than something squeezed against a setback.
State law requires ministerial review within 60 days for designs meeting objective standards and limits how far local rules can restrict a second unit. San Francisco's rear-yard setback rules still apply and still protect the shared mid-block open space, so it is worth establishing the available depth before design.
Permits go through San Francisco's citywide Department of Building Inspection — no SF neighbourhood has a building department of its own.
